If the settings are already set this way on both of the devices, turn that setting off on both devices, restart both the iPhone and the Mac, and then turn contacts back on in iCloud for both devices and test to see if the issue remains. Go to Settings > Tap on your name at the top > iCloud, make sure Contacts are toggled on there. If your contacts are not syncing from the iPhone to the Mac, you'll want to double check the same settings on the iPhone. Go to System Preferences > iCloud > Contacts, make sure that the box is checked beside contacts. The next thing you'd want to do is check your iCloud settings on the Mac. You mentioned that you've already sign out and back into iCloud on both devices. Clear app data helps to clear local data in Teams app and re-sync from the server the. After that suggest you to clear Teams app data from your iPhone, to check if it helps.
